Who are emergent bilinguals?
- Emergent bilinguals (Long Term English Learners (LTELs)) are students in the NYC public school system who speak a language other than English at home and have been in English Language Learner (ELL) classes for 6 or more years.
- They are defined, as a group, by their inability to pass the New York State English as a Second Language Achievement Test (NYSESLAT).
